Even before God made the world, He loved us and He chose us. Some people use verses such as this to suggest that the gift of salvation is not extended toward everyone. The Holy Spirit only seeks to draw select individuals to salvation. The majority of people have "no hope". To me, this is one of the most heartbreaking doctrines in all of Christianity for it promotes hopelessness.
While Paul was writing this letter to the Church at Ephesus, I believe the message is for all. Even before he made the world, God loved us. Not "some of us" but "us". I believe that to be inclusive of every single person who ever was or ever will exist. How could the God who cares for the lilies of the field and the sparrows not care about every single one of us? It is impossible! To suggest otherwise cheapens the love of God; it cheapens grace.
Think about it. Before He made the world, God loved us... us! And He desires that all might be saved. Amazing!
